Comment:

 The trac server recently had to be restarted. Evidently it was in the
 middle of a trac sync when it crashed. Fixed by manually deleting the `svn
 :sync-lock` property from r0 of the copy of the svn repository on the trac
 server and then manually re-running the sync script.
