 I ran into this problem too, when trying to `port install texlive`.  After
 finding this bug report, I checked and found that while the harfbuzz-icu
 subport was up to date (@1.1.3_0), the base harfbuzz port was not
 (@1.0.6_0).  Both are direct dependencies of texlive-bin.

 I manually ran `port upgrade harfbuzz` and after that texlive-bin built
 successfully.
