 Part of an extended upgrade tree for texlive.  I have upgraded harfbuzz;
 no other dependencies listed that are not up to date.  Have cleaned and
 retried this two times to check.  Failure seems consistent.  I have looked
 for other related tickets, but do not see anything close to this.
