Comment:

 The library is now built in by default (`+dvb` is no longer a special
 variant) and the compilation succeeded on all the buildbots (#49051,
 r146098). So I assume this is no longer an issue. If you are still
 experiencing problems, please open a new ticket with the build logs from
 the latest version of VLC.
