 I would opt for this to be an defect, because you cannot run an pg_upgrade
 when using the postgis extension. It needs to be enabled in both database
 versions and you can't have it active in both databases at the same time
 because of the port restriction.

 Current workaround is:
 - have postgis enabled in the old db
 - backup the db
 - drop the db
 - disable postgis extension for the old db
 - active postgis port for new db
 - restore backup
