 In patch: Use compilers portgroup for Fortran variants. Give some info on
 license. Fix livecheck. Add openmaintainer since maintainer is not a
 committer.

 Additionally, should be update to version 10.1. However I'm not sure how
 to do that as it fails to fetch dsspcmbi.zip if I make that change.
