 This is a known issue.

 GCR directly uses the GTK+ X11 backend API instead of using the higher
 level backend agnostic API.  Until this is changed, it's not possible to
 build gcr (and thus it's dependenents) without gtk3 +x11.

 This has been reported upstream.  The upstream developers have indicated
 that they are willing to entertain a patch to remove this requirement but
 are not actively working on a solution themselves.
