Comment:

 Binaries are not available for apache2handler. This is because the
 combination of licenses of apache2handler and its dependencies does not
 allow binary distribution.

 Checksums are not set for that patchfile because checksums are unnecessary
 for files that are in the files directory. The problem is that the php70
 patches are not in the files directory. When I added php71 in r149431, I
 seem to have inadvertently deleted the php70 patches. (I meant to use `svn
 cp` to copy the php70 patches to make the php71 patches, but I must have
 instead used `svn mv`.)
