 I know that `ldas-tools` is in the process of being split up into multiple
 packages (#51625) but there is still a bit of work to do before those
 split ports can be added. The current version of `ldas-tools` fails to
 build on El Capitan and the attached patch fixes this by disabling the use
 of the `-Werror` flag.

 The inability to build `ldas-tools` is causing a lot of disruption at the
 moment, so can the following patch be applied so that people can make
 progress before the split ports are ready?
