#50857: Warning if launched as non root

I think it would be great to add a warning message if port is launched as
a non root user. I use a lot the root user without sudo (even though the
practice is questionable). If I forget to go root or add sudo port
selfupdate will fail with macports::selfupdate [array get global_options]
base_updated. Adding a warning such as "Cannot run port as a normal user!
please use sudo or login as the root user!" would be helpful as I have
already seen people posting this issue on stackoverflow.
