 Perhaps I misunderstand, but file:///usr/local/ports includes all the
 files needed to build. It is also first in the list. I expect it will
 build using

 file:///usr/local/ports

 arb-devel doesn't exist on any remote servers, only locally. It is a new
 portfile.
