 Oh. sorry. i am using Yandex.DNS (witch has some sort of virus
 protection).

 So it's blocked cpan.mirror.euserv.net/modules/by-module/Net due to
 detection of Mal/DrodZp-A, W32/Mytob-Fam (detected by Sophos).

 After changing DNS to google - it's installed normally.
