New description:

 I have tried upgrading macports, which got upgraded successfully but error
 is coming while updating synchronising macport

Comment:

 I don't know why you get `Failed to connect to distfiles.macports.org port
 443: Connection refused`. Works fine for me. Do you have trouble accessing
 other web sites over https? Can you access https://distfiles.macports.org
 in a web browser or do you get an error there too?
