 Adds  --enable-custom-modes to the libopus build, wanted by some projects
 (e.g. in my case https://github.com/jackaudio/jack2)

 I don't think this warrants a variant; I'd guess the main reason libopus
 doesn't enable it by default is that it's an optional part of the spec and
 "use of Opus Custom is discouraged for all but very special
 applications..." (from the opus docs).

 Patch also throws in an update to the new upsteam version 1.1.3
