 Trac clearly shows the TICKET_APPEND, TICKET_BATCH_MODIFY, TICKET_CHGPROP,
 TICKET_CREATE, TICKET_EDIT_CC, TICKET_EDIT_DESCRIPTION, TICKET_MODIFY, and
 TICKET_VIEW permissions for your account. I don't think there's anything
 wrong with that.

 Don't you see a box called "Change Properties" above the "Action" box with
 the "leave as closed" and "reopen" actions? That's where it allows me to
 modify ticket properties. Make sure it's not a CSS caching issue by
 explicitly reloading the page to clear the cache.
