Comment:

 We can probably make this a subport of emacs to simplify maintenance, too.

 Note that there's already the emacs-snapshot port, but that is
 unmaintained and depends on a Debian package that was unmaintained and is
 now gone -- so is totally defunct now. So we should remove it and replace
 with emacs-devel.
