 I encounter the same issue.  Updating from rust @1.9.0_0 to @1.11.0_0, it
 takes a while and then fails.  If rust and its dependents are cleaned and
 deactivated then installing rust @1.11.0_0 fails right away, during
 configure:

 :info:configure configure: error: no local rust to use
 }}}
 The buildbot also failed to build rust on every OS X version.
