 Yeah, this is all laid out in the upstream bug linked in comment:9. Apple
 does something different to everyone else (but still conforms to the
 spec), python doesn't handle it well. The bundled version of pip in
 python35 doesn't have a workaround for the problem.

 The workaround is easy, set your locale environment variables to something
 that python likes.
