 #39551 hasn't been touched in years, and applies to all new versions of
 clang. I don't have any strong preferences between making it a new port
 (ala "py27-libclang", or a variant "+python27"), but there needs to be a
 way to provide the clang.cindex module to the installed Pythons that isn't
 just downloading and building clang myself.
