 It looks like the change was to add support for Postgresl 10 when building
 Postgis2. That's great for Postgresql 10 users. Unfortunately, that's not
 responsive to this enhancement request, which was to restore support for
 Postgresql 9.4 and maybe Postgresql 9.3. I request re-opening this request
 until there is a response (either "yes" or "no") to the matter of
 restoring 9.4 and 9.3 support.
