Comment:

 Hm. octave-control seems to not be able to find the gcc FORTRAN library...

 It looks like there is a path mismatch: (lib)gcc 6.2.0 when octave was
 installed vs. gcc 6.3.0 when you tried installing octave-control.

 I've revision bumped octave this morning for a scintilla update. This
 should also pick up the newer gcc version.
