 Now that py-sip has been upgraded to 4.19.1 py-pyqt5 can be upgraded to
 5.8 .

 I noticed a `--no-qsci-api` configure option allowing to avoid an
 opportunistic dependency on QScintilla; I added it to the default
 configure.args and thus also added a qscintilla variant.
