Comment:

 Sounds like there is a problem with your operating system. It's difficult
 for me to speculate what that problem might be.

 Signature verification happens with openssl, so you could check whether
 you are able to run openssl commands yourself.

 The rsync problem might be unrelated. People often have problems
 connecting to rsync servers on certain types of networks.
