 swig-3.0.12 has been released.

 I've done some limited testing, with the swig-python and swig-octave
 subports, and all looks good but I don't feel comfortable updating this
 without testing the other subports. I've attached the patch for review by
 someone more familiar with SWIG and the various subports.
