 Why was files/Makefile.prog.in.patch removed?  This was originally to fix
 r122971 so removing it caused troubles in these related tickets #42434 and
 #46132.

 I'm testing a shorter fix in #46132 that just smartens up the sed
 expression instead of resorted to perl in {{{Makefile.prog.in.patch}}}.
 But while I'm waiting for my test to finish, I thought I'd track down what
 happened to the r122971 fix for #42434.
