 I'm confused here -- looking at the mktexfmt code, it looks like it is
 adding `/opt/local/share/tlpkg` to @INC as expected, so it ought to fin
 TLUtils just fine. And indeed it does seem to work for me.

 More generally, I don't understand why building asymptote is running
 mktexfmt since I would expect the formats to be built already. I can't
 reproduce that either. (I guess that's the same issue as #51862, but that
 doesn't clear anything up...)
