 After force removing texlive, I found that somehow I had missed a local
 Portfile for texlive-bin (leftover from some revision bump, I guess).

 This fixed the "mktexfmt fails to run: issue, i.e. this ticket. I still
 haven't gotten asymptote to rebuild cleanly. Still working on that...
