 According to this issue here,

 https://github.com/veracrypt/VeraCrypt/issues/11

 VeraCrypt 1.19 should be able to use osxfuse without a MacFuse
 compatibility layer.

 Having installed osxfuse 3.5.5 using MacPorts 2.4.1 and rebooting after
 that, the VeraCrypt installer still complains that no osxfuse is installed
 (and that version 2.5 or above is required).
