New description:

 Same error with local files.

 I'm not sure since when it does this, but I seem to recall that it still
 worked when I was on Yosemite (don't remember the Perl version, sorry). It
 appears that the script has been broken for at least 11 months, however,
 according to this issue (this ticket is about El Capitan, though, and the
 error message is different):
