 py-html5lib since version 0.9b9 requires python-webencodings:
 https://github.com/gsnedders/python-webencodings
 (see changelog: https://github.com/html5lib/html5lib-
 python/blob/master/CHANGES.rst)

 This currently breaks e.g. jupyter-notebook:
 {{{pkg_resources.DistributionNotFound: The 'webencodings' distribution was
 not found and is required by html5lib}}}

 To make py-html5lib work again, we therefore need a port py-webencodings
 which py-html5lib should depend on.
