 Not really, we've had a discussion on mp-dev IIRC.

 Go on and remove it.

 The patch provided here looks weird, though. It replaces both `speex-
 devel` and `speexDSP-devel` with `speex`, which is arguably wrong. AFAIK,
 it also doesn't need explicit conflicts (since that is handled by the
 obsolete PortGroup.)
