Comment:

 Has duplicate #55279.

 It's not up to us to fix it. The opencv 3.2.0 code uses
 `activeVideoMaxFrameDuration` which was introduced in OS X 10.9. If you
 want opencv to work on earlier systems,
 [https://github.com/opencv/opencv/issues file a bug report with the
 developers of opencv].
