 There isn't a separate ShellCommand for fetching. Occasionally ports
 genuinely get stuck, and 20 minutes is already a long time to block other
 builds while waiting for timeout. There's also no guarantee that fetching
 won't sometimes take longer than whatever arbitrary time we choose to
 allow.
