 Thank you Marius.  Since I really don't use Xcode often and 403 other
 ports had installed successfully; and, since I still have Sierra running
 on other machine on which gnuplot installs successfully, this looked like
 a bug.  First launch of Xcode solved the problem.  Aquaterm and gnuplot
 now install without a hitch.
