Comment:

 I see this is on High Sierra with XCode 9.  Are you sure you have the
 Command Line Tools installed (it is separate from the base XCode 9
 install)?

 I'm closing a house sale this week so it is very unlikely that I'll be
 able to work on this in the next little while.
