 This is with OSsen 10.11 or 10.12, XCode 8.3.3, and on a fresh
 installation of MacPorts which is otherwise empty.  Curiously, "port
 install cdo" (also on a fresh installation) succeeds.

 The attached logfile dates from early September when this first started
 happening in production; I've just verified the problem is still present
 on an empty build this morning.  We've been having an apparently exactly
 similar problem with "armadillo +arpack", also since early September, but
 I can't persuade that to reproduce on an empty build.

 Please let me know if there's anything else you wish me to try.  Thanks in
