 The developer has updated TeXShop3 3.88 to address some Xcode 9 Sierra
 issues.

 However, even with that update,

 I saw the same build issue described in this ticket.

 Upon further research, I found the solution to be rather simple: Launch
 the Xcode App and install the required components.

 Afterwards TeXShop3 3.88 cleanly built for me under Sierra, using Xcode 9.
