 Gotcha. I confirm the issue with 10.13. Doesn't happen with 10.12 or any
 prior (in my testing). So this bug is 10.13 only (in my testing).

 Thus, wondering if this is NumPy or something else. The routine
 "init_dgelsd" looks like it's from LAPACK(E).
