Comment:

 I'm going to close this since it's not up to us to create pkg-config files
 for programs; it's up to the developers of those programs to do so.
 Apparently [https://dev.mysql.com/doc/refman/5.7/en/mysql-config.html
 MySQL has pkg-config files] as of version 5.7.9.
