 `port diagnose` should check the permissions on directories used by base.
 It shouldn't require exact permissions to be set, but should check for
 problems like lack of search permissions on the recursive parent
 directories of portfiles, or sensitive locations like $portdbpath being
 world-writable in a root-owned installation.
