 FYI, the upstream bug-report is

 Installing with {{{+gcc8 and +openblas}}} did work for me though...
 {{{
   py27-numpy @1.15.4_0+gcc8+openblas (active)
   OpenBLAS @0.3.3_0+clang+gcc8+lapack (active)
 }}}
