 See this thread <https://mail.python.org/pipermail/scipy-
 dev/2018-June/022856.html> when this issue turned up after a commit to
 master that has now been incorporated into `1.2.0`.

 In that thread, it looked like the issue is picking up the wrong
 libraries.
