 The icu Portfile says to not update it due to c++11 needs.

 The current version as of today is 62.1, ours is at 58.2

 I came across one of my ports that can’t be updated any further due to the
 version of icu being too old.

 I suppose soon we’re going to need to bite the bullet and push icu
 forward.
