 Same problem. Trying to add this in master_site but didn't work:
 https://mirror.pnnl.gov/macports/release/ports/lang/llvm-6.0/files/2002
 -xray-Define-O_CLOEXEC-for-older-SDKs-that-don-t-have.patch
 Temp solution cloud be download the file place in source directory change
 name and checksum in portfile. (and hope it's right file)
