 I just submitted

 https://github.com/macports/macports-ports/pull/2296

 which, as far as currently is possible (given the cctools limitations on
 Xcode < 9 systems), enables gcc8 (8.2.0) and gcc9 ports.

 Please, take a good look at the PR and comment there.
