Comment:

 Tcl 8.6 does come with a bundled copy of sqlite3, but it's not the latest
 version.

 I have been wanting to bring up the possibility of updating our bundled
 Tcl to 8.6, but that's a much larger and more problematic proposition and
 I don't think I have the free time to work on that right now.

 Bundling the latest copy of sqlite3 with MacPorts seems unproblematic to
 me. It will fix this problem; it will give other macOS versions a newer
 sqlite too which might fix other as yet undiscovered bugs, performance
 problems or security flaws; and allows us to simplify our code by removing
 workarounds for older versions. If other devs disagree, please explain.
