collides with the build of several ports

 `arpack` is called in on the build of `octave`, amongst other ports.

 It installs a header called, unfortunately, `debug.h` right in the main
 include file directory, and this header collides with several other ports,
 so far `doxygen` and `sheepshaver` but I have a feeling this list is only
 going to grow.

 This header should be changed to some better, more specific name. I would
 consider this an `arpack` bug rather than a `macports` bug or a bug with
 the ports it collides with.
