 Attached is a Portfile diff and a diff for setup.cfg to update py-pbr to
 version 4.0.4.  Both py27-pbr and py36-pbr build and install without
 incident.

 py-pbr comes with a set of tests that I do not understand how to run.  It
 would be prudent if someone more knowledgeable could take a look at
 running the tests.
