Comment (by raimue):

 port:cargo is already in depends_lib of librsvg, added by the cargo_fetch
 port group. Do you not see it in `port info`?

 As you run configure manually, I assume you are compiling outside of
 MacPorts. Could you attach the full `config.log` showing the error?
