New description:

 Just upgraded to Mojave, reinstalled Ports by following wiki:Migration,
 also looked at ticket:57245 which additionally talks about doing `xcode-
 select --install` and `xcodebuild -license` which I've done.

 I've also got Terminal set to `/opt/local/bin/bash -l` and when i relaunch
 I get this;

 [Command not found: /opt/local/bin/bash]

 [Could not create a new process and open a pseudo-tty.]
 }}}

 This is the error I see;

 Error: watch cannot be installed for the configured universal_archs
 'x86_64 i386' because it only supports the arch(s) ''.
 Error: Follow https://guide.macports.org/#project.tickets to report a bug.
 Error: Processing of port watch failed
 }}}

Comment:

 The port doesn't need any changes. You just can't install ports universal
 on Mojave, so don't try to do so. Don't specify `+universal` on the
 command line, or in variants.conf, or in myports.txt as part of migration.
